Necessity and features of program and target financing in health care

The problem of rational and efficient use of financial resources is especially important with the increasing crisis in the health care. Program financing is used widely in all developed and some developing countries as one of the main instruments in state regulation of social and economic processes. In the present work the need and features of program financing in healthcare are examined. It is concluded that the effectiveness of program financing in health care can be achieved only by complex measures in reforming healthcare system and the coherent nature of financing programs, public health insurance programs, public financing of medical organizations.
