Planning of grants for municipal budgets in region of Russian Federation: historical experience and modern situation

In the article the historical experience of planning grants for municipal budgets is investigated and modern situation in this sphere is reviewed. The analysis of methodical base is conducted and common regularities are revealed in 1999–2010 for example of Sverdlovsk region. Three stages in development of budget practice on planning grants in this region are detached. With help of perspective federal documents the role and importance of grants as type of budget transfers are underlined.
