The article describes about the specifics of the budget of Russia in the first half of the XIX century. There was budget deficit in Russia in this time. The leading tendency in industry in this period was modification of production in the course of the industrial revolution. Author relates financial aspects of the trade policy, part of the bankers and state loans, development of the private enterprising.
