The article is devoted to the modern practice of planning expenditures of regional budgets on the basis of volumes of state (public) services. Two stages in the development of this process are allocated, main characteristics and features of each stage are identified. The problems are considered and conditions are sounded for effective use of quantitative parameters (volumes) of services in the planning of budget expenditures.
