The social benefits as the basis of national finances in Russia

The effectiveness of functioning of finances reality depends on interpretation of social benefits. Many social institutions in modern Russia are strongly dependent on soviet economy. In particular while organizing market institutions and gross domestic product calculation, Russia preserves branch financing of social sphere, that makes national finances and macro regulation ineffective.
