Developing the system of the mortgage lending in Russian Federation as a whole, so and on regional level is considered as important instrument of the influence on economic development of the country. The Market of the mortgage lending still small on its scale, particularly with provision for needs for his development, he is not provided corresponding to credit-financial mechanism. In world practical person exists the ensemble an instrument mortgage lending, as well as mechanism, by means of which credit institutions refinancing the issued facility, for instance: issue of the mortgage securities, making the mortgage joint-stock investment fund or their analogue, resale mortgage.
