The application of method of mutual insurance in the sphere of public insurance

Mutual insurance as the method of creation of the insurance fund is used not only in private, but also in public insurance. The examples can be found in the Russian pre-revolutionary practice and also in modern practice of the foreign countries. But in Russian Federation this method is not used in the sphere of public insurance, although the effectiveness of such implementation can improve the system of obligatory medical insurance.
