In this article existing tools of financing of innovative activity in the city of Moscow in the conditions of financial instability on the basis of the analysis are investigated. On the basis of the analysis of an existing procedure of financial support innovative the enterprises are made recommendations about perfection of process of financing, creation of not bank financial organisation which will allow innovative to receive the enterprises «long» and «cheap» credits for realisation of innovative projects in particular is offered.
