In condition the world financial crises the problem of creating the effective mechanism of regulation investment activity has being actually. In the article examined the regional legal documents of regulation investment activity, investigated correlative dependence between the investment in fixed capital on the number population and the volume of budgetary funds foresee in realization of economic methods. It is concluded about effectiveness using so a method as addressible investment program.
