The influence of the global financial crisis could not ignore the budget system of Russia as a whole and each municipality in particular. In this article we analyzed the overall number of municipalities for the problems of the present stage of development in the area of income of local budgets. Proposed measures to increase the revenue base budget by improving the mechanism for collecting vehicle and land tax. The characteristic of activities on the use of proposals in the concept of result-oriented budgeting.
