The article is devoted to the problems of formation and performance budgets of subjects RF under the conditions of crisis. The author is investigating the diverse variants of the optimization of the expenditures of the regional budgets: the savings of the expenditures of the organs of authority and budgetary establishments, the transfer of the separate functions of budgetary establishments to autsorsing, the optimization of the network of budgetary establishments. The experience of Saratov region on the conversion of budgetary establishments into the autonomous organizations is given.
