Importance Investment resources constitute a quite important and difficult matter for the contemporary economy of Russia. Considering geopolitical intensity and a limited access to resources of global capital markets, financing sources of economic development grow more important, thus necessitating a research into the financial potential of population's savings in terms of their significance as investment.
Objectives The research evaluates the financial potential of population's savings and assesses their significance for the Russian economy as investment.
Methods The research applies systems, comparative, logic methods, economic statistics and dynamic trend analysis.
Results The article examines the specifics of the way population made and utilized their savings in the Russian economy within 2000–2015. Upon the analysis, I identified declining trends in the percentage of monetary income and savings out of GDP, uneven allocation of households' income and savings, deteriorating financial position of the population and growing pauperization during the crisis period.
Conclusions and Relevance The findings allow to determine whether population's savings can be utilized as a domestic source of finance for the investing process, and what factors prevent accumulation of savings and their transformation into investment. I provided the rationale for the performance-based program that would outline a strategic view of related aspects for incrementing internal financial potential of the investment process in the Russian economy.
