In Russia at the present stage of social and economic transformations economic activities conditions in countryside which have essentially aggravated a problem of employment and population incomes have changed. Revealing of system of communications of crisis of management by social and economic development of rural territories has the important methodological value in an estimation of character of quantitative on given territories quantitative and qualitative changes. Efficient control rural development will allow to consider globally problems public evolution at preservation of possibilities material and social security both recent, and following generations.
