Mechanisms of public-private partnership in the development of digital infrastructure: A comparative analysis of Russian and foreign experience

Subject. Public-private partnership (PPP) in the development of digital infrastructure, considered as an institutional and organizational mechanism.
Objectives. To conduct a comparative analysis of regional approaches to organizing PPP in the development of digital infrastructure.
Methods. A comparative approach and general scientific methods were used.
Results. The Russian, European, American, Chinese and Arab PPP models have been examined, each reflecting specific institutional conditions, financial and economic mechanisms, and cultural-political characteristics. Key parameters have been identified that determine differences in the pace of implementation, risk distribution and priorities for the development of digital infrastructure.
Conclusions and Relevance. The Russian model is closer to the European one in terms of its regulatory systematicity, but it differs in the limited nature of funding and a higher degree of State involvement in the strategic management of digital infrastructure. The results can be used by government bodies to formulate strategies and programmes for the development of digital infrastructure, as well as by private companies and research centers to develop effective models of collaboration within the framework of PPP.
