On the views regarding the use of the experience of mechanism for ensuring electricity exchange MERCOSUR in the formation of the common electricity market of the EAEU
Subject. The functioning experience of integration mechanisms in the electricity market of the Southern Common Market (MERCOSUR) and their applicability to the Eurasian Economic Union (EAEU). Objectives. To analyze MERCOSUR’s experience in integrating South America’s electricity markets, identify its strengths and weaknesses, and develop evidence-based recommendations for its potential application within the EAEU’s Common Electricity Market (CEM). Methods. The study employs a systems approach and comparative analysis, along with methods for examining regulatory legal acts and strategic documents of the EAEU, MERCOSUR, and the Latin American Energy Organization (OLADE). Results. The analysis covers the functioning of MERCOSUR’s electricity market within the context of Latin America’s integration processes. Several challenges have been identified: economic asymmetry; insufficient harmonization of regulatory norms; lack of institutional flexibility. The study also highlights MERCOSUR’s achievements in specific bilateral projects, primarily in hydropower. Conclusions and Relevance. MERCOSUR’s experience in managing the electricity agenda cannot be fully applied to the emerging EAEU Common Electricity Market due to differences in state regulation frameworks and the political-economic context. However, certain aspects can be adapted and may theoretically enhance the sector’s resilience and energy security. The findings can be applied in educational processes and within the operation of the Eurasian Economic Union’s Common Electricity Market (EAEU CEM).
