Subject. A methodology that will help determine the degree of budgetary sustainability of regions. Objectives. Improving the methodology for assessing the budgetary sustainability of the subjects of the Russian Federation and its testing considering the regions of the Russian Arctic as a case study. Methods. For the study, I used analytical, statistical, and comparative methods of data analysis. To assess the budgetary sustainability of the constituent entities of the Russian Federation a point-rating scale was applied. Results. Using the proposed methodology, an assessment of the budgetary sustainability of the subjects of the Russian Federation for 2014–2024 was carried out, and the regions of the Russian Arctic were categorized into leaders, middle performers, and outsiders. The Yamal-Nenets and Khanty-Mansi Autonomous Okrugs were regarded as leaders, while the Republic of Karelia, Chukotka Autonomous Okrug, and Arkhangelsk Oblast were seen as outsiders. The remaining Arctic regions can be classified as regions with a moderate level of budget stability. Conclusions. The research results show the real socioeconomic situation of the Arctic regions, where the leaders in budgetary stability are the subjects of the Russian Federation with consistently high indicators of socioeconomic development, and vice versa. The recommended methodology can be used in managing regional socioeconomic development and can be implemented in the practice of managing public finances of the constituent entities of the Russian Federation for making informed management decisions.
