Subject. This article discusses the issues of improving the systems approach to the issue of public funding. Objectives. The article aims to identify the similarities and differences, advantages and disadvantages of theoretical and regulatory approaches to the essence and structure of public funding, solving the problem of developing an improved definition of this phenomenon. Methods. For the study, I used the methods of analogy, comparison, analysis and synthesis. Results. The article presents a universal definition of the category Public Funding, which, as it is proposed, may include the funds of the budgets of specialized State funds, as well as State (municipal) property. For the implementation of socially significant projects, public investments can be allocated to business entities on a repayable basis and on a risk basis. Conclusions and Relevance. The current theoretical and regulatory approaches to the essence and design of the category Public Funding require clarification and addition in order to bring them in line with the current ideas about the form, sources, procedure for allocation, object, subject, and purpose of use. The results obtained can be useful to improve the methods for assessing the effectiveness of public investments.
