Subject. The article deals with making management decisions using controlling tools.
Objectives. The study aims to adapt proposed approaches to building a controlling and budget management system for small businesses, identify a universal approach, formulate conditions for effective use of the required management information, prepare practical recommendations for the budgeting system implementation.
Methods. The study rests on theoretical and methodological principles contained in the works of scientists working on research of controlling systems, and employs methods of logical and systems analysis, synthesis, generalization, abstraction, and comparison.
Results. The paper formulated the most important tasks that a budgeting system for small businesses should solve, offered generalized requirements for the implementation of such a system, provided critical comments on digitalization of budgeting processes.
Conclusions. Budget management problems are relevant not only for large but also for small businesses. A universal approach to solving these problems is only partially applicable. It is necessary to consider the specifics of both small business and its individual entities. The quality of management information is also significant. The study specified conditions for effective implementation of the system for preparation of informed management decisions for small businesses.
