Subject. The article examines new threats to economic security in the State investment policy that are growing quantitatively and transforming qualitatively. Objectives. The aim is to show ways and methods of improving the Russian State investment policy from the point of view of eliminating the threats to economic security. Methods. I performed a content analysis of the current legislation, a systems analysis of budget investments in derivative investment projects, depending on the characteristics of the main investment projects. The paper presents the fundamental distinctive features of derivative investment projects. Results. The study underpins the importance of identifying and analyzing the new threats to economic security, which are growing quantitatively and transforming qualitatively, in the State investment policy; systematizes the main methods of implementing the Russian State investment policy; outlines the ways to bolster investment activity and direct financing. It presents an objective critical analysis of the strategic planning document, i.e. the Concept of Technological Development for the Period until 2030, in accordance with which the Russian government is implementing the investment policy in high-tech areas. Conclusions. When considering threats to economic security in investment plans and processes, it is necessary to take account of high probability of attempts to implement derivative investment projects that threaten economic security.
