Federal budget as a source of the Russian economy's growth: Financial reserves and opportunities

Importance The article identifies financial resources of the Russian Federal budget and their utilization mechanisms to ensure higher rates of economic growth.
Objectives The study aims to define budgetary resources, methods and tools of their utilization to support Russian economy's sustainable growth over the medium term.
Methods We apply common logical methods and research techniques to identify and substantiate the main channels of budgetary resources, assess their impact on economic growth in the Russian Federation, and analyze legal and regulatory documentation and statistical data.
Results The paper assesses the fiscal potential of the Russian economy through the systematization of financial resources accumulated by the Russian Federal budget, methods of their mobilization and effective use during the economic development by means of multiplier effect identification. The findings may be useful for draft Federal budget formation, budgetary strategy implementation by relevant bodies of macroeconomic regulation, and for further research and development in the scientific community.
Conclusions To renew sustainable economic growth in the Russian Federation, it is crucial to consolidate and redistribute Federal budget resources in the areas that provide a positive multiplier effect in the long term, while maintaining its balanced structure.
