Subject When working out the national socio-economic strategy, it is crucial to take into account regional factors. The article addresses methodological issues of regional strategy development, and focuses on conditions, restrictions, and strategic directions of creating regional development centers being a tool to implement the general strategy of socio-economic development of the region. Objectives The study aims to analyze the pattern of the said centers' creation, proceeding from the assessment of the potential of socio-economic development of the region in various aspects. Methods The methodological basis of the study is basic principles and methods of the systems analysis. Results The paper formulates the main tasks of State regulation of economic processes at the regional level, considers important characteristics of development centers, defines the cluster strategy concept. It uses innovation-oriented cluster structures and reviews major factors, preconditions and basic measures of their formation. Conclusions To build the systems that may serve as centers of strategic development, it is necessary to stir up all elements of the region's potential.
