Subject The article addresses challenges and opportunities of implementing the complex scientific and technical policy within the EAEU. Objectives The study aims to develop the framework of actions for improving the competitive edge of quasi-integrated scientific and technical complexes of the EAEU member States based on the use of management, information and organizational factors to manage the participants of scientific and technical activities as a multi-agent metasystem. Methods We analyze processes of integration of scientific and technical systems and scientific and technical markets as elements of economic integration of the EAEU member States. The study provides a rationale for the need to form in our country a package of integrative services in the interrelated fields of education, science and industry to realize a pool of world-class strategic innovation programs. Results The study shows an opportunity to provide a complex network-centric consolidation of various scientific and technical links in the innovation chain and to optimize organizational interaction that would be backed by the establishment of common scientific and technical space. Conclusions The paper formulates mechanisms of end-to-end coordinated control over localized segments of infrastructure of innovative systems within the EAEU member States, which is based on their economies integration and the growth of internal scientific and technical turnover realized within the quasi-common distributed information-and-telecommunications space. The latter will enable to deliver information, telecommunications and computing services to any remote innovative agent on the basis of a converged technological platform being an integrated telecommunication basis of scientific and technical activities.
