The concept of innovative total educational values as a methodological basis of the new cluster model of market relations

Importance The problem of modern education is in the gap between the values of education and business, lack of coordination between economic efficiency and social progress. The classical model of market relations is unable to resolve basic contradictions and hampers the country's transition to innovative economy and new economic order. Economic relations in education need rationing.
Objectives The purpose of the article is to develop a theoretical-and-methodological framework and a new cluster model of economic relations of education and business, and the concept of innovative total educational values.
Methods Using the co-evolution theory and ideas of common values through the synthesis of economic and social approaches, the paper offers mechanisms of cooperation of business and educational organizations.
Results I offered a definition of the concept of value, developed a concept of innovative total educational values, which is focused on building the socially oriented economy of the region taking into account the achievement of strategic targets of innovative development of the region, and based on coordination of values of business and education.
Conclusions The creation of innovative total educational value breaks down the barriers of entry into the educational services and labor markets, results in better orientation of educational cluster to real economy's requirements serving the interests of business and region in general, and acts as one of the key factors of human performance improvement.
