Subject Under the international tension and tough sanctions imposed by a number of Western countries, there is an obvious need to improve innovation activity of enterprises operating in primary industries of Russia. The article addresses the level of innovation opportunities of such enterprises. Objectives The objective is to develop a method to assess the level of innovation opportunities of industrial enterprises, which promotes the evidence-based decision-making in the management of innovation-driven growth, and to test it on the metal manufacturers' case. Methods The research draws on methodological principles of systems and synergistic approaches involving a holistic view of the problem under consideration and providing an increment of innovative activity of the organization. Results We developed a method to assess the level of innovation opportunities of industrial enterprises, which is based on a matrix for assessing the financial condition and level of innovation and investment activities of the organization; tested the proposed method on a number of iron and steel works. The practical use of the method will ensure the scientific relevance and flexibility of decisions taken in the sphere of management of innovative development of industrial enterprises. Conclusions The findings show that it is required to introduce uniform methods of assessing the current and future innovation opportunities. Their practical application will contribute to gaining long-term competitive advantages and improve the overall level of innovative development with a corresponding increase in the industry's contribution to the stabilization of the current economic situation.
