Importance Industrial production has significantly dropped this year (Q1) in Russia due to higher dependence of domestic production on global economy as opposed to other industries. In this respect, it is reasonable to investigate global trends in developing the manufacturing sector, and formulate priorities of the Russian industrial policy.
     Objectives The research aims at determining global industrial development trends, which should be taken into account when implementing the Russian State industrial policy at the current phase of reforms.
     Methods Using comparative and structural and functional methods, I analyzed various aspects of global industrial development.
     Results I found certain global industrial development trends. Industrial production volumes demonstrate outperforming trends in emerging economies, especially in the Asia-Pacific Rim, while industrial production increments its pace in developed economies with an insignificant decrease of those indicators in emerging economies being seen during the post-crisis recovery, starting from 2009-2010. Developed economies are tending to hi-tech production. However, it is possible to observe certain changes, as it is seen in economies of China and Turkey, where hi-tech segments and enterprises manufacturing finished goods strengthened their positions in the sector.
     Conclusions and Relevance I conclude that Russia and some emerging economies should search for new drivers of growth and explore new niches in the global market during globalization and their specialization. It should lead to gradual restructuring of the manufacturing sector, including through the Russian industrial policy oriented at supporting the establishment of vertical industrial clusters.
