Importance The paper investigates the reasonability of creating a mega-regulator for financial markets in Russia. Objectives The main objective is to analyze certain aspects of creating the State regulatory body for financial markets in Russia. Methods The article presents a test-analysis of the need to create a mega-regulator for financial markets our country. Based on the SWOT analysis, I prove the necessity to establish a regulatory authority at both the State and the regional levels. Results The analysis of the works on specifics of creating a regulatory authority for financial markets revealed a number of problems and categories, which exhibit similar criteria in assessing the present need for a mega-regulator. The article includes the survey data with the involvement of professional participants of the financial market from 2010 to 2013. The survey results show the following trend: by 2013, professionals had an alternative view on the creation of a mega-regulator in Russia. Furthermore, the article presents a review of documents that define the structure of the new regulatory authority and its functions at present time. Conclusions and Relevance The conditions and factors existing in foreign and domestic markets dictate the need to create a mega-regulator in Russia. It is required to recover the economy and increase its investment appeal.
