Subject The subject of research is the economic relations arising in the course of the housing and utilities services market development. Objectives The objective of the study is to improve the modernization of public utilities infrastructure facilities. Methods I applied a methodology of modern scientific knowledge in the sphere of entrepreneurship, general scientific methods of statistical analysis, and the framework of categories and concepts. Results I considered the issues related to provision of resources for modernization of public utilities infrastructure facilities as part of State support to the public utilities sector under implementation of Federal Targeted Program on Housing for 2011-2015, as well as other ways of financing of housing and utilities enterprises. The study includes a list of possible forms of credit resource attraction to the sector. I analyzed the terms of lending to small and medium-sized enterprises aimed at the public utilities infrastructure development. Conclusions and Relevance The housing and utilities sector of the country requires building a system of strategic management at federal and municipal levels. Particular focus is on specialist training for the sector. The implementation of these recommendations is possible only with active assistance of State agencies, as practice shows that State regulation of economic processes in the public utilities sphere is an essential component of federal and regional policy of the sector. The findings may be useful during the State policy implementation on public utilities infrastructure modernization. The recommendations may serve as a basis for developing a progressive lending system with the participation of the Housing and Utilities Reform Assistance Fund. The main purpose of the system is interest-free or concessional lending to programs for capital and operating repairs of the housing sector.
