Assessing the productivity of management influence of municipal authorities by level of social and economic development of municipalities

Nowadays, the problem of assessing the productivity of management influence of public authorities and local governments on territory development is getting especially relevant. It results from the need to coordinate the following tasks: optimization of available resource distribution with increasing resource efficiency, maximum gratification of society's needs, and improvement of life quality of population of a territory. The authors present their approach to ensuring optimum coordination of the required result, which is really achievable by municipal social and economic system through applying an integrated performance indicator of management influence of power structures. This indicator estimates the life quality of territory population over time. The authors have performed a terminological analysis of the "quality" and "productivity" concepts as applied to a municipal system and offered a rating scale of the levels of management system quality. The rating scale allows considering qualitative characteristics of management system depending on its organization complexity. The study presents an algorithm of assessing the level of social and economic development of a municipal system, which enables to identify a development stage and to update the activity of public authorities and local governments. The authors present the calculations of an aggregated indicator of the level of social and economic development of a particular region's municipal systems. To confirm the estimates, the authors recommend to examine the obtained data based on a representative population survey by the "social well-being" criterion. The conclusion of the study is that the integrated indicator enables to assess the level of social and economic development of a territory (from the perspective of its decrease or increase), to define the nature and performance of public authorities and local governments with regard to improvement or deterioration of life quality of the population of a particular territory.
