The article notes that the modern situation in Russia requires urgent measures to ensure stable financial position of higher education institutions to increase the academic staff remuneration. The interpretation of this requirement, which is imposed on higher education institutions as an imperative priority, is purely economic. The requirement indirectly relates to overall effectiveness of a higher education institution, namely, its ability to earn larger income. The author considers contemporary issues that limit Russian higher education institutions' income growth and provides a forecast of the cost of training for 2018. The author also presents new models of financing and assesses the financial factors of international education market entry.
