The article presents a new paradigm of people's needs on the basis of a systemic approach to the society's life activity research. The authors substantiate the GDP's consumer structure as a conceptual basis and criterion of the financial policy of Russia and propose measures for improving the financial policy and economic growth of the country under the current conditions.
