Public budget loans as a tool to support budget accounts liquidity of the RF constituent entities

One of the priority tasks faced by the budgets of the Russian budget system is timely execution of expenditure obligations. In the course of the execution, a situation may occur when a single budget account has insufficient funds to make the required cash payments. Under conditions where the regions are substantially responsible for implementing social measures, including those prescribed by the RF presidential decrees of May 7, 2012, there is a need to exclude the risks associated with imbalanced budgets of the RF constituent entities. Various tools can ensure budget balance. The article describes one of such tools, namely, public budget loans to replenish account balances of the constituent entities of the Russian Federation.
