The article presents the results of the analysis of the first phase of the reform of housing and communal services in Russia. A burning issue at the beginning of 2014 became the order of the refurbishment of residential buildings in Russia and its financings. The authors offer certain approaches to solving the problem, taking into account the foreign practice.
