The article deals with contemporary problems of the pension system. The author points out that one of the main problems is the need to find new sources of funds for pension funds. The paper points out that failure to address this objective gives rise to the growth of "pension" burden on the federal budget. This is possible through a reform of the pension system. Such a reform requires an adequate understanding of socio-economic processes of life support of older generations. The author emphasizes that the situation analysis in this sphere allows developing of an appropriate methodology for reform.
