Methodical approaches to evaluating the effectiveness of debt policy of RF subjects

The article notes that the growing debt burden on the budgets of RF subjects prevents the realization of the policy of accelerating of social and economic development of the regions. The author proposes a model to estimate the quantitative performance criteria of debt policy of a RF subject which includes an assessment of its debt and sustainability, public debt service, as well as structural assessment of public debt. The paper emphasizes that this model of monitoring of a region’s debt policy allows revealing the existing risks, shortcomings and discrepancies, to designate the positive and negative moments in the sphere of management of public debt of the subject of the Russian Federation.
