The article analyzes introduction of mechanisms of productivity and efficiency of budgetary expenses. The author estimates the current understanding of efficiency and productivity of budgetary expenses in practices of public administration of public finance. The paper offers on the basis of the allocated contradictions the author's technique of productivity assessment and efficiency of municipal expenses.
