The article notes that in conditions of transformation of the Russian economy from raw model to economy of knowledge (innovative economy) the role of basic scientific researches increases: sectors of generation of knowledge providing transition to qualitatively new level of technological development of the country. The author considers basic provisions of reforms in the scientific sphere and changes introduced in process of financial support of basic scientific researches as a result of implementation of the program of efficiency increase of budgetary expenses. The paper analyses positive and negative sides of transformations and formulates the proposals for further development of cooperation between authorities and subjects of scientific activities within budget and research policy.
