The article considers the issues of creation of effective risks management process in higher educational institutions in the conditions of market economy and decreasing of volumes of state financial support in education. The author notes that each stage of risk management promotes ensuring the effective work of higher education institution in all aspects of its activity and at any changes of the external and internal environment. The paper offers, on the basis of the analysis and assessment of "higher school" risks, rational strategy of risk minimization providing system control on process of achievement of main objectives of higher education institution.
