The article notes that significant relationship between the level and dynamics of development of small and medium-sized businesses and economic stability of the territorial entities of the country, and between the efficiency of any business activity and adequacy of financial resources are very urgent. The authors carry out the comparative analysis of development of small and medium business on the basis of available statistical data. They consider efficiency of the lending market in the Southern Federal District and, in particular, in the Krasnodar area (in comparison to other territorial subjects of the Russian Federation). The paper concludes that the general delay of economy development in the country is the main reason of stagnation of the lending market and availability of external financing will contribute to more active and differentiated development of small and medium-sized businesses.
