The article discusses the key problems of financing in the higher professional education in Russia at the present stage of its reforming. The authors present author's approach to realization of the model of standard and per capita financing of the state educational services in the Russian higher school on the basis of the analysis of foreign and domestic experience of financing of the highest education, and also taking into account requirements of the Federal Law of 08.05.2010 № 83-FZ and decrees of the President of Russia of 07.05.2012 № 597 and № 599. They give the examples of this approach for calculation of expenses for implementation of educational programs in backbone higher education institutions in Russia. The paper reveals and formulates the proposals on specification of the normative legal acts regulating activity of backbone higher education institutions of Russia regarding an order of their financing.
