Problems of financing of education and science institutions during budgetary reform and solutions

Despite the radical changes in the socio-cultural sphere, a number of issues and financing autonomous public institutions remains unresolved. In this article, the author discusses common problems that arise in the course of reforming the budget provision in the field of national education and science, and the particular challenges for each of the types of educational institutions, offers possible solutions.
