Financing of expenses of local government in the Oryol province at the beginning of the XX century

In article the mechanism of formation of financial resources of the local public unions, developed in Russia at the beginning of the XX century is investigated, features of attraction of financial resources of the state treasury, the city and territorial capitals are defined. The important role of effective debt policy of local governments, and also rational use of property of the cities and zemstvoes is noted.
