System of qualitative criteria for assessment of efficiency of debt policy of territorial subject of the Russian Federation

In the article it is noted that against falling of the income debt loading of the majority of regions of the Russian Federation grew in some time. In the performance of sub federal budgets the risks connected with high level of debt loading at a lack of own means of the regions for financing of necessary account obligations are aggravated. Many territorial subjects of the Russian Federation faced debt crisis. In the regions practically there is no full-fledged debt policy and the complex control system of a public debt isn't created, ripened need for development of the system of indicators for an assessment of efficiency of regional debt policy and the corresponding technique.
