In the article it is noted that in modern conditions to the forefront there are the questions connected with determination of productivity of public administration and local government. The short analysis of existing problems and techniques of an assessment of level of social and economic development of territories is carried out and the system of the criteria defining a level of development of municipal social and economic systems and allowing finally estimating productivity of administrative influences is offered.
