In the article it is noted that the problem of preservation of the rights to housing that promotes formation of motivation of refusal of a reproduction, suppression of the rights to motherhood and the childhood increases in modern conditions at bigger number of citizens of Russia, so - to blasting bases of national security. Problems of social and economic availability of the rights of separate category of citizens through a prism of realization of legislative norms and strategy are analyzed.
