Assessment of budgetary capacity of northern territories

In the article the budgetary capacity of northern territories for adoption of effective administrative decisions on ensuring their forward growth and a sustainable development is investigated. Theoretic-methodological, methodical approaches to an assessment of this potential, applied aspects are defined. The method of estimating the budgetary capacity is improved, on the basis of which made recommendations is made.
