Paradigm of financial autonomy of local government

In the article it is noted that at the level of municipalities granting many public benefits of prime necessity is carried out. Definition of concept of a paradigm of a financial autonomy of local budgets is given. The role of own income of local budgets of Russia is defined. Criteria of definition of taxes as the local are presented. The conclusion is drawn that change of a paradigm of a financial autonomy of local budgets is necessary for the solution of questions of strengthening of financial base of local budgets.
