Social expenses as priority of budgetary policy of the state

In the article the need of formation of socially focused economy is proved. The main goal of expenses of the state on the social purposes is presented. The factors influencing level of social expenses of regions are defined, the problems which have mentioned the social sphere of modern Russia are revealed, and ways their solutions are proposed.
