New in mechanism of intergovernmental transfers

The article is devoted to investigation of the inter-budgetary transfers as one of the main methods of the budgetary regulation and determination of their place in the inter-budgetary relations on the modern stage of the budgetary reforms. It is analyzed evolution of the financial support forms of the Russian Federation subjects and municipal unions from federal budget since 2000 up to present. The conclusion is drawn on need of increase of a role and value of the inter-budgetary transfers having long-term investment character and directed on formation of structural shifts in regional economy, and also on increase of tax potential of subjects of the Federation.
