Innovative methods of increase of financial independence of territories

The article is devoted to a problem of modernization of financial security of activity of public educations by creation of conditions for realization of the principle of federalism at the expense of transformation of the principle of independence of budgets in the principle of subsidiarity. It is proved that providing each level of the power with financial resources requires introduction of institute of the financial equalization assuming alignment of the income of budgets through the mechanism of fixing of tax base behind an appropriate level of the power.
