In the article it is noted that the problem of sovereign debts has considerable impact on development of world economy. The state of the public debt of countries, the reasons for its growth is analyzed. The separate attention is paid to features of debt management in different regions of the world. Measures for improvement of management by a public debt, priorities of debt policy of the Russian Federation are formulated.
